Competent Roofer Scheme
Competent Roofer Scheme - The Nation Feberation of Roofing Contractors
Save time and money by allowing roofers to 'self-certify' for Building Regulations on refurbishment work in the domestic, commercial and industrial roofing sectors.
About the Scheme:
- Roofers to self-certify on building regulations on all refurbishment work.
- The scheme will be called CompetentRoofer and will be run and authorised by NFRC.
- The Scheme will be open to NFRC and non-NFRC members.
- Companies will be authorised to self-certify only for their approved roofing disciplines.
- Companies will notify CompetentRoofer of the start and finish dates of all work.
- Competent Roofer will have the opportunity to inspect all work to ensure compliance.
Scope of the Scheme:
The formal definition of the scope of the scheme is:
The installation, as a replacement of the covering of a pitched or
flat roof and work carried out by the registered person as a
necessary adjunct to that installation.
More helpfully this has been broken down to cover the following:
- Repair of the roof structure e.g. replacement of rotten joists or rafters on a like-for-like basis (but work on trussed rafters is not allowed).
- The insertion of insulation.
- The provision of battens and counter battens.
- The provision of sheeting or boarding on pitched roofs.
- The provision of decking on flat roofs - this includes structural steel decking on industrial/commercial buildings.
- Flashing, guttering, repointing, eaves, and verge work.
- Provision of roof lights - provided they are only inserted between rafters/joists where existing structure is NOT altered.
How it will work:
- Companies will get a minimum of 2 random inspections annually.
- On completion of the work the roofing company completes a simple form on line or by fax and CompetentRoofer will register the roof with the appropriate local authority and send a copy to the building owner.
- Scheme will apply to domestic, commercial and Industrial roofing. The giving of insolvency warranties is compulsory for all domestic/ commercial work under £50,000. For all work above £50,000 or industrial work a warranty must be offered.
- Rooflights and 'replacement' windows will be allowed in the
scheme.

What the scheme doesn't cover:
- Any structural glazed roofs e.g. atrium.
- Any solar or PV installation.
- Any extensions to houses.
- Any work that involves structural alterations.
- Any work that significantly increases or decreases the load on the roof structure.
- In the above cases an LABC or Approved inspector will be needed or authorisation from a structural engineer will be required.
