The new Part L Building Regulations (Conservation of Fuel and Power) came into force on 6th April 2006 in England and Wales, superseding the 2002 edition. The improvements in the Regulations have mainly been driven by the Energy Performance of Buildings Directive (EPBD) which came into force in January 2006. The EPBD dictates that a key requirement for each new building is to have an overall energy performance target.

The Part L changes will improve the energy efficiency of new houses and other dwellings so that less fuel will be consumed to keep the house at a comfortable temperature. Part L, which sets out the legal requirements for the conservation of fuel and power in buildings, has now been subdivided into 4 sections:-

  • Part L1A - work in new dwellings
  • Part L1B - work in existing dwellings
  • Part L2A - new buildings other than dwellings
  • Part L2B - work in existing buildings that are not dwellings

As part of the changes to the Building Regulations, under Criterion 2 - Limits on Design Flexibilty, an upper limit has been set for construction elements within a dwelling;

  • Walls - 0.35W/mēK
  • Roofs - 0.25W/mēK
  • Floors - 0.25W/mēK
  • Windows, Doors - 2.2W/mēK

Although u-values are no longer a means of complying with Part L of the building regulations they still play a part in the SAP calculation required for the property.
